Paraguay towards Regulatory Modernization: CONATEL Launches Public Consultation to Update the Homologation Regulations

The National Telecommunications Commission (CONATEL) has taken a fundamental step towards updating the Homologation ecosystem in Paraguay by initiating the Regulatory Impact Analysis (RIA) process for the sector’s regulatory simplification. This project, which has the technical support of the International Telecommunication Union (ITU), seeks to reform the Homologation Regulations (Board Resolution No. 588/2009), which have remained structurally unchanged since 2009.
Why is this update necessary? The official assessment reveals that the current framework does not reflect current market dynamics or technological evolution. Among the key problems identified in official sources are:
• Regulatory obsolescence: The current regulations do not include specific categories for widely used technologies such as 5G, IoT (Internet of Things) devices, wearables, or drones, among others.
• Inefficient Processes: The process remains largely paper-based and in-person, leading to delays that can exceed 90 days in extreme cases.
• High Costs and Lack of Flexibility: Currently, homologation by «model family» is prohibited, forcing importers to pay individual fees for each variant of a device, resulting in significant additional costs.
Stakeholder participation: CONATEL has opened a Public Consultation so that all interested parties can submit their comments and suggestions on the problem statement document.
