Public Consultation in Panama:

ASEP proposes the allocation of new bands for International Mobile Telecommunications (IMT)

In view of the general need for greater access to mobile broadband and taking advantage of the emergence of new technologies, ASEP has presented in Public Consultation, in accordance with the guidelines of Resolution No. 223 issued at the 2015 World Radiocommunication Conference (WRC-15) and the latest recommendations of the ITU , a “Proposal for Modification of the National Frequency Attribution Plan (PNAF) to establish new bands for International Mobile Telecommunications (IMT) attributing the Personal Communications Service (No. 106) and the Cellular Mobile Telephony Service (No. 107) in the bands from 2,300 to 2,385 MHz and from 24.25 to 27.5 GHz with their respective channeling; and establish the 1,427 to 1,518 MHz band channel plan previously allocated for IMT.”

With this proposal, the regulatory authority would make available to mobile operators more than 2800 MHz of additional radio spectrum, which would enable them to assist suburban and rural areas, meet the growing demand for data traffic on their respective mobile networks and offer greater variety and quality of services at reasonable prices.

In the document consulted, ASEP proposes transition plans for the migration of existing allocations in those bands, as well as their corresponding channelization schemes.

For the migration of existing allocations in segments 2,300 to 2,385 MHz to other segments of the radio spectrum, ASEP proposes a period of twelve (12) months, and for migration of current band allocations from 24.25 to 27.5 GHz, it proposes a transition period of twenty-four (24) months, giving the latter a longer lapse because of the substantially higher number of allocations in this portion of the spectrum, attributed to a single dealer.
